INFORMATION ABOUT THE PROCESS OF NOMINATION OF REPRESENTATIVES OF NOMADIC AND TRANSHUMANT PASTORALISTS
The pastoral participants will represent the communities that actually practice mobility of people or herds. Therefore they are nominated by their own communities, through a grassroots process in which the details of the World Gathering of Nomadic & Transhumant Pastoralists, including objectives and methodology, are clearly explained. Where applicable, the customary leadership is fully involved in the process.
The following guiding principles will be considered for the process of nomination:
1. Selection processes should both respect and reinforce customary decision making:
a. Selection should benefit from a prolonged (therefore pre-existing) engagement with customary leaders and make use of the consultative mechanisms built-in in customary institutions
b. The process should ensure the participation of women, youth and marginal groups
2. Selection should be designed to contribute to empowerment of pastoralists and to highlight their right and their responsibility:
c. Where possible, this means that the selection process should fit into a wider process of responsabilisation
d. Where possible, this should further contribute to developing institutional accountability, for example strengthening relationships between pastoralists and local government
3. Selection must be open and public:
e. Communities need to understand what is happening, what their role is and what the benefits of engagement are
f. The broader community should be consulted during the selection of participants, so that it will be able to raise crucial concerns that the delegates are expected to present in Spain.
4. Nomination of translators should be integral to the selection process.
The nominated delegates of the pastoral community will undertake to represent the community at the gathering, including sharing local experiences, cultural diversity and knowledge. Delegations are encouraged to bring pastoral products, handicrafts, and other material to display and share at the gathering.
Nominations can be received from the following entities:
1. WAMIP members, whose procedure of delegation is defined by Statutes.
2. Organizations of pastoralists or pastoral networks (ROPPA, Indigenous Information Network, LIFE, Red-Pastor,Pastomed).
3. Supportive donors and/or projects can mobilize and financially sponsor pastoralists, using the methodology recommended here.
Each entity will identify focal points and local facilitators. The name and contact of the focal points and facilitators should be communicated at the time of nomination.
Local facilitators
The local process of nomination requires a certain degree of efforts and support, which can be provided by an indigenous NGOs, a local association, a donor and/or project, or any other relevant organization or committed individual. This local support includes:
· keeping coordination with the Organizational Support Committee and the Pastoral Steering Committee of the Segovia Gathering;
· facilitating communication with the mobile community;
· facilitating local meetings for the selection of the nominees by the mobile communities and raise crucial concerns that the delegates are expected to present in Spain
· providing logistic and administrative support in the country of origin for passport, ticket, internal traveling, and accounting;
· filling the Nominee form (below), with details of the pastoral community, of the process of nomination, of the nominee and of the required funding.
Local facilitators are invited to communicate their requirements as soon as possible (not later than June 10th, 2007), including an estimate of the number of people attending and of any financial assistance required.
Local facilitators affiliated to donors/projects must be self-financed and will not receive additional financing.
Confirmation of the nomination and allocation of travel funding
The coordination of the Nomination process is entrusted to the Pastoral Steering Committee (PSC), in consultation with the Organizational Support Committee (OSC).
The Pastoral Steering Committee will review the process of nomination submitted by each applicant and will confirm the nomination.
The Pastoral Steering Committee will also distribute the available funds to those who have applied for travel sponsorship, keeping into consideration a diverse number of criteria, such as WAMIP membership
